PROJECT AIM
- Founded in 2013, GDC Group JSC is a Vietnamese construction company with a strong track record in delivering complex projects that demand high technical standards and rigorous quality control. Notable projects include the Huong Binh Cable Car Station (developed by Pacific Group), Lighthouse Ecorivers twin towers (developed by Ecopark Hai Duong), EcoPalace Dak Lak Ecological Urban Area (Ecopark Hai Duong – Ban Me Branch), ParkCity Hanoi (developed by VIDC), B3CC1 – Starlake Complex (developed by Daewoo E&C).
- In recent years, GDC has experienced rapid growth, with significant year-on-year increases in revenue. As the organization enters a new phase of development, the leadership recognized the need for a clear strategic direction — one that ensures growth remains sustainable, purpose-led, aligned with GDC’s core capabilities, and consistent with Vietnam’s long-term national development vision. In this regard, Consulus was appointed as the strategic thinking partner, working closely with the leadership team to assess the organization’s current state, systemize its internal capabilities, and design a 5-year development plan for the period of 2026–2030 — anchored in resilience, proactivity, and long-term value creation.
A strong strategy requires strong internal capability to execute
Key Deliverables:
- Conducted a 360° assessment of the organization and industry context through: secondary market and industry research, in-depth interviews with 23 leadership and key personnel, interviews with 2 clients and 5 suppliers/subcontractors, site visits across 5 active and completed projects, and a company-wide online employee survey
- Reviewed organizational model and operating mechanisms, project portfolio, core capabilities, financial figures and value creation streams
Developed a comprehensive Business Assessment Report (with Appendices) and a Detailed Proposal on Future Resilience by Design Strategy for GDC Group for the period of 2026–2030 - Developed Enterprise model using Consulus 3-State model

OVERVIEW
Future Resilience by Design
To design a resilient future for GDC, Consulus conducted a rigorous enterprise assessment to identify the opportunities to maximize the existing resources while unlocking new revenue and profit growth levers.
A structured, data-driven, and multi-dimensional approach enabled the leadership team to gain a clear, holistic understanding of the organization’s health – forming a strong foundation for realistic, high-impact strategic decisions.
The Harness process included:
- Understanding GDC’s business processes and organizational structure
- Interviews with leadership, key personnel, clients, suppliers, and subcontractors
- Site assessments of selected projects done by GDC
- Evaluation of management practices, governance systems, and reward mechanisms
- Analysis of product and service portfolios
This evidence-based approach equipped GDC’s leadership with clarity on where the organization stood — and where it could go next.
Following the Harness phase, a Business Impact Review Report was delivered, addressing critical strategic questions: What has GDC achieved to date and what remains unfulfilled – relative to its corporate purpose and vision for 2035? Which business lines and offerings are performing well? Which areas could be reconfigured or approached differently? What core capabilities are mature and scalable? Which new domains offer the strongest potential for sustainable revenue and profit growth?
Strategic Planning Workshop to Define the Future Resilience by Design Model and Growth Strategy for GDC Group
Building on the Harness outcomes, a 3-day strategic workshop was conducted with GDC leadership and key personnel. The workshop aimed to share and validate harness findings, build alignment around GDC’s future resilience by design model, and achieve consensus on the strategic direction for 2026–2030. During the workshop, a purpose-led enterprise model — 3-State Model — was proposed and collectively endorsed. The agreed Purpose Statement now serves as a strategic compass, ensuring clarity, coherence, and consistency across decision-making and operations.

5T Transformational Value Creation Method
Together with GDC, Consulus articulated GDC’s unique value creation logic — the 5T Method. Rooted in GDC’s intrinsic strengths and organizational character, the 5T Method translates values already practiced daily into a clear, consistent, and scalable value creation formula. What was once intuitive is now explicit. What was fragmented is now shared. The method is applied across individual teams, leadership and frontline operations, project evaluation and opportunity screening, continuous improvement planning, personal development plans, post-projects knowledge capture and transfer.
The 2026-2030 Strategy
Anchored in the enterprise assessment and strengthened by internal alignment, GDC’s 5-year strategy was designed around a single overarching direction: “Future Resilience by Design”. This strategy is structured around 04 core attributes, prioritized with clear intent:
1. Resilience & Agility:
Cultivate the ability to pivot quickly to respond to market changes and technological advances.
2. Transforming GDC into a thought leader in Transformational Value Creation using the 5T method:
“Thought Leadership” is not only about performing high-quality construction on schedule, but also about becoming a model of capacity, thinking, and professional, trustworthy working style, contributing to raising standards and spreading sustainable values in the Vietnamese construction industry.
3. Diversity
Strategically expand our portfolio to mitigate risk and capture growth in new and adjacent areas.
4. Global
Expand our presence and operating standards internationally, leveraging global partners and capital.
From this overarching strategy, 8 supporting strategies — spanning finance, branding, business development, digital transformation, governance, resource planning, organization, and operation — were developed with clear roadmaps and high execution feasibility.
Internal Strategy Launch & Introduction of the 5T Method
Before communicating externally, GDC deliberately adopted an inside-out approach — launching the 2026–2030 strategy and the 5T Method internally first. The internal launch was designed as a shared space for alignment, where the company’s future direction was communicated consistently to all employees, and where each individual could clearly understand the strategy and express their personal commitment to the visions set by the leadership team.
This decision reflected a clear leadership insight: in a fast-growing organization, the real challenge is not strategy creation, but the organization’s ability to absorb and execute it.
For GDC, strategy is not a communication artefact — it is a daily decision-making reference, from the office to the construction site. Before communicating with the market, the organization needed to ensure its people understood, believed in, and could practice the strategy.
The internal launch event on 22nd November 2025 marked the beginning of this transformation. 5T was introduced as a common organizational language, embedded into meetings, project reviews, personal planning, and operational rhythms.
Early shifts quickly emerged: functional teams began meeting with clearer strategic intent, 5T appeared in peer feedback and internal debates, and strategy moved off paper and into daily operations.
GDC 5T Conference: Challenges or Opportunities in Shaping Legacy Projects?
The GDC 5T Conference held on 29th January 2026 marked a pivotal transition: GDC stepped beyond execution excellence to assume the role of an industry dialogue initiator.
The conference was not about positioning or self-promotion. It was designed as an open forum for shared learning — addressing a central question: “How can challenges be transformed so that projects are not merely built, but become enduring legacies?”
GDC’s decision to lead this dialogue stemmed from its internal journey. With a shared framework and common language in place, GDC believes that experience only creates value when it is shared.

The visual identity and experience design for the GDC 5T Conference were developed by Consulus to ensure strategic consistency between message and lived experience. By designing the experience holistically, Consulus and GDC created something not just seen — but felt, remembered, and carried forward, laying the groundwork for future external strategy communication.
Closing Reflection
Rapid growth presents opportunities, but also risk, when organizational capability does not keep pace. GDC’s journey demonstrates a clear truth: strategy only creates differentiation when it is designed from within, understood by its people, and lived through daily operations.
