Measures the frequency, scale, and impact of cross-cultural and interfaith engagement initiatives, public forums, and the presence of dedicated dialogue-focused NGOs.

Faith-Friendly Workplaces

(Corporate Inclusion)

Evaluates the prevalence of inclusive corporate policies that accommodate diverse beliefs. We would like to track how workplaces support freedom of faith to retain top-tier, diverse talent.

Governance for Cohesion

The CDI is built on a rigorous, multi-disciplinary evaluation process. Rankings are based strictly on merit.

Step 1: Submission & Data Collection

Cities submit a comprehensive dossier — via municipal governments, civic organisations, or partnered NGOs — detailing civic policies, community initiatives, and demographic data.

Step 2: Administrative Review

Our internal data team verifies each submission for completeness and accuracy, measuring it against macro-economic indicators including FDI inflows, talent retention rates, and economic resilience linked to social cohesion.

Step 3: Expert Panel Evaluation

An independent, cross-disciplinary panel of global experts evaluates each city across three lenses:

  • Urban Leaders & Planners assess civic infrastructure and shared public spaces that foster organic community interaction.
  • Multi-Faith Leaders evaluate the depth, authenticity, and outcomes of interreligious dialogue and tolerance initiatives.
  • Business Leaders review how the city’s social climate impacts corporate operations, employee well-being, and local enterprise.

Timeline

Submissions open March – June. Cities receive their results July – August. Full results are announced in November in Singapore.

The Index Tiers: Recognizing Progress and Excellence

Rather than a simple ranking, the CDI places cities into three distinct bands — acknowledging that building an inclusive city is an ongoing journey.

  • The Leadership Band (Top Tier): The global gold standard. These cities demonstrate the highest probability of initiatives and outcomes that are genuinely open to multifaith identities and global talent — setting the benchmark for civic harmony.

  • The Influence Band (Middle Tier): Cities with strong, established frameworks for dialogue and inclusion. They are making measurable impact and actively influencing their regions, while continuing to develop aspects of civic integration.

  • The Foundational Band (Entry Tier): Cities that have made a clear, actionable commitment to building open, multifaith societies — putting the essential policies and initiatives in place to drive future growth.

Participation Details, Fees, and Impact

To support the evaluation process and ACRP’s peacebuilding mission, a standard administrative fee applies. Each submission covers two consecutive years of measurement — no fee is charged for 2027.

Fee Structure

  • USD $300 for cities in countries with an active ACRP National Chapter.
  • USD $500 for cities in countries without an active ACRP National Chapter.

Supporting the Mission

A portion of all proceeds directly funds ACRP Impact Initiatives — supporting peacebuilding, interfaith education, and community resilience programs across Asia. As ACRP celebrates its 50th Anniversary, this program helps sustain its future work.

Recognition & Benefits

Placement on the Index is a testament to a city’s dedication to its people. Recognised cities are encouraged to leverage their tier status — promoting their medallion standing to investors, talent, and tourism boards.

Recognised cities are invited to the Medallion Awarding Ceremony in November in Singapore. Leadership and Influence Band cities that attend will receive physical medallions. A published book will also feature all 50 cities. A separate Medallion Program will be shared with top-tier cities in July.
